CIDB registration grades explained: limits, classes and application evidence

Why CIDB grades matter

A tender can ask for a particular contractor grading designation. This is more specific than asking whether your company has a registration number. The buyer needs to know whether the contractor is registered for the relevant kind and scale of construction work.

The cidb guidance on using the Register of Contractors explains how grading fits public construction procurement. Read the qualification requirement in the tender itself, including any rules for joint ventures or potentially emerging contractors. Those exceptions have conditions; they are not a general permission to bid above your grade.

Registration also does not award you a contract. You still need to address the specification, pricing, capacity, compulsory documents and closing requirements. Treat the grade as one part of tender readiness, alongside CSD supplier registration and other documents requested by the particular buyer.

How to read a grading designation

The number and letters answer different questions. In a fictional example, 4 GB describes Grade 4 in General Building. The number alone leaves out the class, while the letters alone leave out the contract value band.

This is a selection of classes, not the complete register. Check the official classes of works when deciding which application or additional class is appropriate.

What are the tender value limits?

The table below records the published upper limits checked on 30 September 2026. The values include VAT, as specified in cidb’s procurement guideline A6, and were crosschecked against its current grading information. Recheck the official register and tender rules when making a live decision.

An upper limit is not the amount of work a company is guaranteed to win, its annual turnover, or proof that it has the people and equipment for every project in that band. Assess the actual project commitments before accepting work.

What affects your grade?

For the relevant higher grades, cidb assesses financial capability and a verifiable record of completed construction work. Its grading requirements explain the evidence periods and thresholds. The strongest completed project and the financial statements answer different questions, so submitting one does not replace the other.

A signed contract shows that work was commissioned. It does not, by itself, establish satisfactory completion, the final value or the class of work actually performed. Keep the project’s supporting records together and explain any material difference between the original contract and the final account.

Do not simply add unrelated jobs together or select the highest invoice when deciding what grade to request. Review the applicable criteria against the enterprise’s actual records. If the evidence supports a different grade from the one you hoped for, address that before paying for an application built around an unsupported assumption.

What to prepare for a useful application review

1. Identify the enterprise. Gather current company particulars, directors’ information and the existing CRS number if already registered.
2. Define the intended works class. Bring the tender requirement or a clear description of the work. Avoid choosing a class from the company name alone.
3. Organise financial records. Keep the statements and relevant supporting information for the required periods. Explain which enterprise earned the income.
4. Prepare a project schedule. Record the client, location, class, contract value, completion date and available evidence for each relevant project.
5. Check related registrations. Review tax and supplier records against the current application requirements.
6. Compare before submitting. Make sure names, amounts and dates agree across forms and attachments.

Can a new company register?

Yes, Grade 1 provides an entry route without financial or completed-work requirements, as set out in cidb’s 2026 Register of Contractors guide. The enterprise must still complete the applicable registration process. A new company should not assume that its director’s experience automatically becomes that company’s qualifying track record for a higher grade.

Consider a fictional founder who supervised substantial projects while employed by another contractor. Their personal experience may help run the new business, but the application must distinguish their employment history from contracts completed by the applicant enterprise. Ask cidb about the applicable evidence rules before relying on a transfer of experience.

Start building a project file from the first job: contract documents, variations, payment records and completion evidence. This prepares the business for a later upgrade and also makes ordinary project administration more reliable.

Annual updates, renewals and upgrades are different

An annual update maintains information and the applicable fee obligations. A renewal deals with the registration period. An upgrade asks for a higher grade based on qualifying evidence. Do not assume that paying an annual fee automatically increases the grade or that applying for an upgrade removes a renewal obligation.

Make a calendar entry well before the recorded expiry. Recheck the status when preparing a tender pack rather than relying on a registration printout saved months earlier. If an update or renewal is pending, establish what the buyer requires before making a statement about your current eligibility.
