WHO IS THE EMPLOYER?

Confirm the employer before registering the tax.

Start with the person or entity that employs the staff. A company, sole proprietor and organisation may each need employer-tax attention, but the registration must reflect the actual employer. If you run several businesses or are moving employees between entities, explain that arrangement before applying. The trading name printed on a payslip is not enough to establish the correct taxpayer.

PAYE is the employees’ tax withholding system. SARS sets the employer registration requirements, including circumstances where registration is not required because none of the employees is liable for normal tax. Rather than using an old salary threshold from a generic page, assess the actual remuneration and current requirements.

  • Tell us when employment started or is expected to start, how many people are paid and whether any payroll records already exist. Include directors receiving remuneration, irregular payments and existing employer references in that conversation.
  • The initial review should establish whether you need a new registration, an amendment, access to an existing profile or assistance with obligations that have already arisen.
YOUR SITUATION

Are you hiring, catching up or changing payroll providers?

First employer registration

Confirm the actual employer and the first date staff were paid before choosing the registration scope.

  • Bring the first payroll estimate and explain directors’ remuneration or irregular payments.
  • For a company, use its legal registration details; a sole proprietor needs the individual taxpayer’s details.

Salaries have already been paid

Earlier payroll activity needs its own review alongside the registration request.

  • Keep payslips, salary reports and payment evidence for the periods already worked.
  • Separate a new application from missing EMP201 declarations, EMP501 reconciliations and employee certificate corrections.

Existing reference or new adviser

Start with the existing employer record and an authorised handover.

  • Provide registration notices and payroll exports before requesting another reference.
  • Identify separately registered branches and the person who can approve any profile or representative update.

GET THE BASICS TOGETHER

Prepare an employer file that the payroll team can use.

The exact SARS supporting documents depend on the application, but these preparation steps make it easier to identify missing information before a request is lodged and before employees need their next payslips.

  • Company or existing taxpayerEntity registration documents and tax notices

Bring the employer’s registration details, existing SARS references, address and banking information.

    • Use the company’s incorporation record or the identity details appropriate to the actual employer.
  • Where someone acts for the employerRepresentative appointment and payroll contact record

Identify the authorised representative and the person who will manage payroll administration. Where the entity already has a public officer recorded, check that the position is current before requesting access changes or additional tax products.

    • Keep appointment or mandate evidence appropriate to the representative and application route.
  • New or already trading employerFirst-payroll schedule and employment start dates

Set out the proposed or actual first payroll period and explain any earlier payments to staff.

    • This is briefing information used to establish the liability position, not a substitute for identity documents.
  • Payroll has already startedPayslips, salary reports and payment evidence

If payroll has already started, retain salary reports, payslips and payment records rather than assuming the application starts all obligations from today. Earlier activity may need separate review, which should be identified in the quote.

  • Existing employer or changed providerRegistration notices and prior-provider payroll exports

For an existing business changing service providers, ask for a handover of registration notices, submission history and payroll exports.

  • Separate branchesBranch registration references and payroll arrangement

Confirm whether branches have separate arrangements or whether the payroll is managed centrally.

  • Relevant authorised personRepresentative ID or passport copy

Supply the identity evidence required for the employer’s legal form. The PAYE guide allows ordinary copies; it does not impose blanket certification of every copy.

  • Where required for the applicationAddress evidence and banking confirmation

Prepare the business address and bank records requested for this employer. Check the actual SARS list or review notice before paying to certify documents.

THE REGISTRATION MAP

PAYE, UIF and SDL are related, but different.

Assess each payroll obligation

A payroll setup can involve several obligations, and each should be assessed on its own basis. SARS guidance covers registration for PAYE and the related UIF and SDL position.

  • Having one reference does not establish that every relevant obligation has been considered, and an employer should not use a single broad “payroll registered” label as its entire compliance record.

Explain the payments and workers

Prepare a payroll summary showing the kinds of earnings paid, the employment arrangements and the period covered.

  • This helps the review move beyond headcount alone. A contractor’s invoice, an employee’s salary and a director’s remuneration may require different consideration.
  • Describing every payment as a contractor fee does not make the underlying relationship irrelevant.

Record the scope and responsibility

The agreed registration scope should say which payroll taxes are included and which remain outside it.

  • Labour registrations and Compensation Fund work are also separate from the SARS employer-tax application.
  • Keep an obligation list with the relevant authority, reference and person responsible. That gives the administrator who runs payroll a practical starting point rather than a collection of unexplained certificates.
DETAILS TO CHECK

Check the request before certifying or submitting another application.

Ordinary copies and actual authority

The SARS employer-registration guide says copies do not need certification. A copy of an ID also does not replace appointment or mandate evidence.

  • A sole proprietor, company, trust and separately registered branch can require different supporting records.
  • Confirm any specific verification instruction before arranging certification, notarisation or a translation.

A validation notice needs its own response

A PAYE application can be selected for validation before a reference is allocated. Keep the Registration Application Review Notice and respond to the documents it requests.

  • Use the case number when supplying further material and check the notice’s response deadline.
  • For an application already submitted, review its correspondence before creating a duplicate request.
A WORKABLE HANDOVER

Connect registration to the first reporting cycle.

  1. 01

    Agree the employer registration scope

We review the employer details and agree the registration work, document requirements and responsible contacts.

    • Any uncertainty about worker treatment or historical payroll should be raised at this stage. A registration application is not a substitute for deciding how particular remuneration should be treated.
  2. 02

    Prepare and check the application

The next stage is preparing the application through the appropriate SARS channel using authorised access.

    • Check the employer name, liability information and contact details before submission.
  3. 03

    Keep the application history

Keep the acknowledgement and any follow-up correspondence together.

    • If SARS requests additional evidence, respond against the existing case so the application history remains understandable.
  4. 04

    Hand over into payroll reporting

After an outcome is available, organise the practical handover: the reference, registered details, outstanding actions and the next reporting requirements.

    • Decide who prepares the payroll, who approves declarations and who releases payments.
    • Registration support can then connect to a separate recurring payroll or EMP201 and EMP501 service if required. That separation makes it clear which work is one-off and which must continue after the initial application.
AFTER REGISTRATION

A reference number does not run your payroll.

Registration does not calculate employee deductions, produce accurate payslips or reconcile payments automatically. Those tasks need current employee information and a repeatable process. Before the first payroll run, agree how starters, leavers, remuneration changes and supporting records will reach the person preparing it.

We can estimate preparation after assessing readiness, but SARS verification and requests for additional material affect the eventual outcome. Do not delay reviewing an employer obligation simply because your payroll is small or a contract is temporary. Start with the facts, establish the next required action and keep the resulting record available to the person responsible for ongoing submissions.

  • Ask for a written scope showing whether the fee includes only the application or also an initial payroll setup and access handover.
  • If you need historical declarations corrected, say so. The amount of data and the condition of earlier records can change the work substantially.

YOUR QUESTIONS. A CLEARER NEXT STEP.

PAYE registration:
frequently asked questions.

01Must every business with one worker register for PAYE?

The employer’s circumstances and current employees’ tax rules need to be assessed. SARS guidance includes an exception where none of the employees is liable for normal tax. Share the actual remuneration and employment arrangements rather than relying only on the number of workers.

02Is PAYE registration the same as registering each employee for income tax?

No. The employer registration and an individual employee’s income tax record serve different purposes. A payroll handover should identify both the employer references and missing employee information, so the team preparing payroll and certificates knows what still needs attention.

03Can I register after I have already paid salaries?

We can review the situation, but earlier payroll activity must be disclosed. Provide payment dates and records so the appropriate application details and any historical work can be considered. A new registration should not be used to hide earlier remuneration or assumed to erase previous obligations.

04Are UIF and SDL automatically included in the quote?

Confirm the written scope. Their requirements should be considered alongside PAYE, but the relevant obligations and channels can differ. The quote should identify what the team will apply for and whether separate Department of Employment and Labour work is required.

05Will you also submit our monthly payroll declarations?

That can be discussed as a separate recurring service. Registration prepares the employer profile; ongoing payroll and declarations depend on fresh employee and payment information each period. Agree who supplies the data, approves the figures and makes the actual SARS payment.

06What should a first enquiry include?

Give the employer’s legal name, whether payroll has begun, the approximate workforce size and any existing employer reference. Explain whether this is a new setup, takeover or correction. The team can then confirm the document list and scope without requesting passwords in the public enquiry.
