Plan the permissions your trade actually needs.

Importing or exporting starts with two questions: who is trading, and what goods are moving? Vatco helps you identify the registration work to discuss, organise the agreed supporting information and distinguish customs registration from permits or specialist approvals that may apply to the goods.

MAKE THE DISTINCTION

A customs code is not a universal permission to trade every product.

SARS customs registration

Customs registration concerns the person or entity undertaking the relevant customs activity. It is the route commonly meant when a business asks for an importer or exporter code.

  • Explain who will buy, sell and appear on the trade documents. The required registration should match that role rather than a general idea that the business might trade internationally one day.

Permits for controlled goods

Goods-specific controls are a separate question. ITAC publishes import and export control guidance for goods requiring its permission.

  • A company’s customs registration does not answer whether a particular consignment falls within those controls.
  • Product type and condition matter, and the correct requirement needs checking before assuming a registration number is sufficient.

Other product and transaction requirements

Some goods can involve another regulator or technical requirement. Customs clearance, product conformity and transport arrangements are also separate tasks.

  • Identify these dependencies early and confirm who is responsible for each. We will clarify the assistance available rather than treating every product approval or logistics service as included in one registration quote.
YOUR SITUATION

Start with the goods and the stage of the transaction.

A first-time importer or exporter

Identify the trading entity, goods, direction and commercial role. Customs registration and any goods-specific permit need to be considered as distinct tasks.

A repeat trader changes products

Bring the new specifications and explain how the goods differ. A permission for previous products or one direction of trade does not automatically cover a new consignment.

Goods are already ordered or shipped

Disclose deposits, bookings, authority notices and deadlines immediately. These commitments help scope the issue but do not guarantee that a missing approval can be obtained in time.

BRING THE RIGHT DETAILS

Documents and records to prepare.

Start with the records relevant to your situation. We confirm the exact scope and any authority-specific attachments before submission; briefing information is not automatically a mandatory filing document.

  • Goods being tradedProduct specifications and condition records

Provide a clear commercial description, intended use and available product specifications. Explain whether the items are new, used, refurbished, samples, spare parts or another condition.

    • Where you have a supplier quotation, pro forma invoice or technical sheet, use it to resolve vague descriptions. “Machinery” or “general goods” alone gives too little information to assess the next enquiry.
  • Planned movementOrigin, destination and trade instructions

State whether you are importing, exporting or planning both, together with the origin and destination where known. Explain whether this is a first shipment or repeat trade, and whether the intended customer or supplier has supplied particular instructions.

    • The direction of trade and goods involved should be explicit in any request for application assistance.
  • Responsible trading partiesEntity, customs and agent-authority records

Identify the legal entity that will contract, pay and trade. Share existing customs registration information if available, and explain the role of any clearing agent.

    • If several group companies are involved, clarify their responsibilities before documents are prepared. A company name on the invoice should not be chosen merely because that entity already holds an unrelated registration.
  • Existing commitments or applicationsOrders, permits and shipment correspondence

Tell us whether a purchase has been agreed, a deposit paid or transport booked. Share any rejection, permit request or official reference already received.

    • This helps identify urgency and missing information, but it does not create a guaranteed accelerated route. Further commitments should take the outstanding permissions and commercial terms into account.
BEFORE THE SHIPMENT

Resolve permission questions while you still have options.

A first shipment often involves several people: the owner, supplier, clearing agent, transporter and an adviser handling registration. Write down which party is checking customs registration, which is considering product controls and which is preparing clearance documents. Without that division, each person may assume a crucial check belongs to someone else.

Used or second-hand goods deserve an explicit check against ITAC’s guidance rather than being described as ordinary new stock. Other goods may also be controlled. Share the correct condition and purpose from the beginning; relabelling an item in an enquiry does not change its regulatory treatment. Where specialist classification is needed, obtain that input from an appropriate professional.

  • Identify freight, clearing, storage, duties, taxes and technical assessments separately, because these can affect the commercial transaction beyond application assistance.
  • Ask each responsible party for its own scope and estimate, then consider those figures alongside the registration work being quoted.
  • Treat a registration quote as covering its stated task. It does not provide a complete landed-cost calculation or guarantee customs clearance.
AGREE A WORKABLE SCOPE

From initial enquiry to the appropriate application.

  1. 01

    1. Review the intended activity

We start with the entity, goods and trade direction. Existing registrations and authority correspondence help establish what is already in place.

    • Where the request is really for a SARS customs code, we identify that registration work clearly. Where goods controls are relevant, we identify the further authority or specialist enquiry needed.
  2. 02

    2. Confirm what Vatco will assist with

The scope should name the application or administrative task, documents required and quoted assistance fee. Goods-specific permit work must be confirmed for your circumstances; specialist approvals are not automatically included.

    • You can then appoint any other provider needed with a clear understanding of the boundaries between tasks.
  3. 03

    3. Prepare and check the information

Within the agreed work, documents are organised for review and the authorised person confirms the details. Resolve inconsistent company names, product descriptions or activity information before submission.

    • Keep copies of the pack and official references so a request for further information can be answered against the actual submission.
  4. 04

    4. Review the outcome before using it

Read the approved registration or permit for the entity, activity and any applicable conditions. Distinguish a submission acknowledgement from an approval.

    • Share relevant confirmed information with the person handling the shipment and raise any mismatch promptly.
    • A result for one task should not be assumed to conclude every requirement for the transaction.
FOR GROWING IMPORTERS AND EXPORTERS

Review changes before repeating the last process.

Adding a different product

A registration already used for one product does not answer all questions about another. Keep the new product specification and ask whether different controls apply.

  • This matters when an established business expands into unfamiliar goods or changes from new products to used equipment.

Changing the entity or trade role

A new company, altered trading arrangement or different role in the transaction may require registration details to be reviewed.

  • Explain the commercial arrangement accurately rather than assuming another entity’s number can be borrowed. Keep the legal identity on applications and trade documents consistent.

Keeping a useful transaction record

Store the application, outcome and supporting product information together, separate from drafts. Record who checked each requirement and which consignment or activity the document concerns.

  • For repeat trade, recheck the applicable conditions and current official guidance rather than copying old paperwork without review.
START WITH YOUR SHIPMENT

Tell us what you plan to import or export.

Send the company name, type and condition of goods, origin or destination and any existing customs reference. If an authority or clearing agent has asked for a particular document, include the exact request. That lets us discuss the relevant next step instead of quoting an undefined “import/export licence”.

  • Confirm the work available, information required and fees before proceeding, including the role of another regulator or specialist where necessary.
  • Check dependencies before treating the application as ready. The authority controls processing, and a supplier’s shipping date cannot guarantee an approval date.

YOUR QUESTIONS. A CLEARER NEXT STEP.

Import & Export Registration Support:
frequently asked questions.

01Is an import/export licence the same as a customs code?

The phrase is often used loosely. A SARS customs registration and a permit for controlled goods serve different purposes. Tell us what you are trading and share the request you received so the required task can be identified. One should not be promised as a replacement for the other.

02Does every shipment require an ITAC permit?

The applicable controls depend on the goods and circumstances. Consult the current official guidance for the product concerned. Do not infer a permit requirement from the value of a purchase alone, or assume that a supplier’s past shipments establish the correct route for your transaction.

03Why must I say whether goods are used or second-hand?

ITAC’s import-control guidance specifically addresses used and second-hand goods. Their condition is therefore material to the enquiry. Provide an accurate description and supporting product information early, including whether equipment is refurbished, so the permission question can be checked before the shipment is arranged.

04Can my company import and export using the same application?

The customs activities and any goods permissions need to be identified for the business concerned. Explain both intended directions of trade, rather than assuming that approval for one task includes every other activity. The agreed scope should specify which registration or application work is being undertaken.

05Will a permit cover every product we sell?

Read the actual permission and its conditions. Do not assume a document obtained for one product or activity applies to another. Keep clear product records and review changes with the relevant authority or adviser before using an existing approval for a different transaction.

06Should I order goods before the registration work is complete?

Check the unresolved requirements and the commercial consequences before committing. An order or shipping booking can create costs even while permissions remain outstanding. Coordinate with the supplier and clearing professional, and confirm which steps must be completed before the goods are dispatched.

07Are clearance, freight and taxes included in your quote?

Only work expressly included in the agreed scope is covered. Customs clearance, logistics, goods-specific technical approvals and transaction charges may require separate arrangements. Ask each provider to identify its responsibility and fees so a registration-assistance quote is not mistaken for the total cost of importing or exporting.
