Understand what the documents are meant to establish
A representative request connects a person to a legal entity's tax affairs. The documents help establish which entity is involved, who the person is and why that person may act in the stated capacity. These are related questions, but one document may not answer all three.
A company registration document can identify the entity. An identity document identifies an individual. An appointment record can explain that individual's authority. Providing only one of these may leave another part of the request unresolved. Start by reading the exact case requirements rather than sending the largest bundle of documents you can find.
The SARS registered-representative guidance describes the available channels and supporting requirements. Match the guidance to the entity and capacity selected. A trust, company and estate do not use identical authority records, so a checklist from another entity may be a poor fit even when the portal wording looks similar.
Is a CIPC director the same as the registered SARS representative?
No. Directorship is a company-governance role, while the SARS representative record concerns the capacity in which a person acts for tax administration. The same individual may hold both roles, but the CIPC entry does not by itself prove that the SARS record is correct or that the required eFiling access is activated.

SARS lists representative capacities by entity type. For a company, do not substitute shareholder or director as a portal capacity simply because that title appears on a familiar certificate. Check the relevant public-officer or other applicable role.
The law also contains rules about who is regarded as public officer where the required appointment has not been made. The 2024 amendment updated those provisions. This does not make an unverified portal record safe to ignore. Resolve the legal position and the administrative record, then test the actual access needed. Adding a director at CIPC should not be treated as confirmation that every tax type and user permission has transferred.
Prepare evidence for the entity and the chosen capacity
Use the document requirements in the current SARS process and any additional request for your case. As a practical preparation step, organise the evidence into identity, entity and authority sections. Check that the names and references agree across them before upload.
- Identity material for the person proposed as representative.
- Company or other founding records identifying the taxpayer.
- Appointment, mandate or other authority evidence where required.
- Relevant address and contact evidence requested by the process.
- The case reference and explanation of any change from the existing record.
This list does not replace the channel-specific requirements. Certification, document age or additional verification may depend on what SARS requests. Do not present a copied checklist as universally sufficient. If a document is unavailable, establish the accepted alternative rather than creating a substitute or altering the original to make the details appear consistent.
Apply the sole-director exception accurately
SARS's representative page states that an appointment letter is not required where founding documents show only one director and that same director activates as the registered representative. If the sole director appoints a different representative, the appointment-letter or power-of-attorney requirement still applies.
Check whether the actual facts meet the exception. A company that once had one director but now has several should not rely on an old founding record without addressing the change. Likewise, an external adviser is not the same person as the sole director merely because the adviser submits the request.
The exception concerns that appointment document in the stated situation. It does not remove the need to establish the entity, identity or other requested information. Keep the basis for using the exception clear so a reviewer can understand why a particular document was not included.
Resolve inconsistent details before sending the pack
Compare the legal name, company registration number, tax reference and representative details across the documents. A changed company name, old address or outdated director record can create an apparent mismatch. Explain the sequence with the supporting change document instead of editing a historical document to match the current position.
Make scans readable and complete. Check all pages, signatures and the portion containing the relevant reference. Use file names that identify the purpose of each document without placing unnecessary identity information in the name. Keep an index if the pack includes several records explaining a change.
If the request concerns a replacement representative, identify the effective change and the source of authority. Do not leave SARS to infer the appointment from an unrelated board minute or a generic service invoice. The evidence should answer the question the process is asking, not merely show that the adviser has worked with the company before.
Use the correct route and keep the case traceable
The registered-representative guidance identifies eFiling and the SARS Online Query System as available routes. Follow the current instructions for the selected channel and entity, then retain the acknowledgement and case reference. Where a branch visit is appropriate, use the official appointment process.
Keep subsequent uploads connected to the case they answer. If SARS asks for a missing item, read the request carefully and supply the relevant evidence with an explanation of what it resolves. Repeatedly starting new requests can make it harder to track which case contains the complete pack.
A processing acknowledgement does not establish approval or the date access will become usable. Monitor the actual outcome and any requests for further information. If the matter is urgent because a return or response is due, state that circumstance when seeking assistance and retain the guidance received rather than assuming the pending update suspends other obligations.
An example of a valid company record with incomplete authority evidence
Imagine two directors ask an administrator to obtain access for a newly appointed public officer. The administrator has the company registration document and the proposed officer's identity copy, but the file does not show the appointment decision. Those two documents may be accurate while the authority part remains incomplete.
The company should locate the proper appointment evidence and check that it refers to the correct entity, person and capacity. The administrator's role in uploading the material should not be confused with the person being registered. This fictional example illustrates why a document request can remain unresolved even when every uploaded file is genuine.
If the company instead qualifies for the sole-director situation described above, the evidence review may differ. Apply the actual circumstances rather than trying to make every company use the same pack.
Verify the result and record any remaining access work
When the request is processed, check the representative identity, capacity and contact details. Confirm that the authorised person can reach the correct company record and identify any tax-type or practitioner-access work still needed. Keep those remaining tasks separate from the completed representative update. For example, confirm that the person can locate the relevant correspondence and see the intended tax record. Record any missing function with its error message or case reference so the next follow-up addresses the remaining problem precisely.
Public-officer activation support can help assemble the evidence and follow the administrative process. The useful result is a supported authority record and working access for the intended person. Retain the appointment material, case outcome and verification note so future changes can start from an accurate account of who acts for the company.
If another adviser will handle the next step, provide the case reference and confirmed outcome through an authorised channel. Explain the remaining access issue without sharing passwords or assuming the adviser has inherited the previous person’s permissions.
