Build and check a tender evidence folder

At a glance

Use the actual tender document as the starting point. Create a requirement register, assign each requirement an owner and link it to current supporting evidence. Check company information, the supplier record, tax status, signatures and the technical response separately. Then test the complete submission against the tender’s instructions. A tidy compliance folder supports preparation, but it does not replace bid-specific conditions or guarantee eligibility, evaluation points or an award.

Start with the bid rather than a generic certificate list

Save the complete tender document, schedules, notices and any formal clarifications in one folder. Record the issuing institution, reference, closing details and the person monitoring updates. Read the submission method before deciding how to prepare the files.

Create a requirement register from the actual bid. Separate compulsory conditions, information requested, evaluation evidence, declarations and commercial terms. If wording is unclear, use the clarification route specified by the institution and keep its response. Do not replace an unclear condition with a convenient assumption from a previous tender.

Prepare a reusable company evidence folder

  • Company registration details and a current contact sheet.
  • Supplier information and the relevant CSD report or identifier.
  • Tax status information required for the bid.
  • B-BBEE evidence appropriate to the business and applicable rules.
  • Industry registrations or licences required for the work.
  • Capability records, project references and financial evidence where requested.

Use the official Central Supplier Database registration guidance for the supplier record. Check the business name, contact, banking and commodity details against the underlying records. Registration information must be accurate; a completed profile is not an award of work.

Prepare the submission in a controlled sequence

  1. Extract every requirement. Record the tender page or clause, evidence needed, format, responsible person and status. Include briefing requirements and clarification dates where the actual bid sets them.
  2. Check eligibility before writing at length. Compare compulsory requirements with evidence the business genuinely holds. Record gaps early and seek the prescribed clarification where needed.
  3. Prepare the technical response. Answer the requested scope, method, capacity and delivery questions using specific evidence. Distinguish work already completed from work you propose to do.
  4. Review the commercial response. Check pricing schedules, units, tax treatment and assumptions. Keep the figures consistent across the signed offer and attachments.
  5. Complete declarations and signatures. Use the correct authorised person. Read declarations before signing and retain the approval record.
  6. Check the assembled submission. Test every requirement against the final files, then submit through the specified route and retain the receipt or delivery evidence.

Replace these illustrative rows with the actual bid conditions. A row is complete only when a reviewer can open the referenced evidence and understand why it addresses the requirement.

Check evidence that changes over time

Review status documents near submission, especially if the reusable folder was assembled months earlier. The SARS TCS guidance explains that a PIN is used to view the current compliance status. Keep access credentials out of the bid folder.

For B-BBEE, establish the applicable code and evidence route. The dtic publishes the codes, sector codes and affidavit resources. Do not select a generic template without checking whether it fits the business and tender.

If the bid requires an industry registration, verify the relevant scope and current status. Avoid treating one certificate as proof of unrelated licences or capabilities.

Perform the final independent check

The attachment exists but does not answer the condition: return to the exact wording and provide the relevant evidence, not a larger pile of documents.

A project reference cannot be confirmed: obtain accurate details and permission where appropriate. Do not invent a contact, endorsement or completed project.

The upload is too large: check the allowed format and size, compress readable copies where permitted and open the final files before submission.

Different versions are circulating: name one final submission set and record who approved it. Keep superseded drafts outside that set.
